This Frigate-sized vessel can be deployed close to resourcing operations. Adding two new drop-off slots, just one refinery can double the output of your supply ships.

This is a yellow-colored Vaygr ship glimpsed in various parts of the pre-E3 videos. It seemed not to take an active part in the battle, so one might speculate that it could be a Resource Controller (Mobile Refinery), or other sort of support vessel.

It now seems clearer that this is indeed the Vaygr version of the Resource Controller.
