Also, damn~ Beryl seems to have made herself comfortable pretty quick in his lap. I wonder if anyone is gonna call her out on it.

I think the answer is: It's complicated.

I think they technically can choose not to telepathy, and if they are highly skilled enough, they can block other telepathic probing. Although, being a military dictatorship as it is, they probably don't have the right to remain silent when it comes to authority figures.

Since they have two distinct words - "thoughts" and "sanzai" - I'd say that thinking about something is markedly different to sending. So there won't be a constant 'chatter' of random thoughts flying around whenever Loroi are in a single room and busying themselves with their current tasks, though I wouldn't discount a telepathic 'outburst' whenever a Loroi gets upset or surprised.

Though, Beryl found the phrase 'thinking out loud' hilarious. That could very much mean that the line between private thoughts and thoughts other Loroi could pick up is quite blurred.

Can a human keep their thoughts completely to themselves? Word choice, expressions, body language, eye-line, unguarded comments, all can give part of those thoughts away. The exact content might be obscure, but young children are very very bad at hiding their mood, for instance. With enough practice and self-discipline, a human can get some or all these tells under control and be much less readable, intentionally or automatically.

I imagine it's in principle similar for the Loroi, but the amount that an untrained and unguarded person gives away is much much higher. So it takes more discipline to contain it all.

The short answer is yes, but the more complicated answer is: sometimes.

Loroi cannot normally read each others thoughts. All adult Loroi have developed some level of mental discipline, which prevents them from "broadcasting" all of their private thoughts, and offers some protection against external efforts to read these thoughts. These barriers can be breached, but this usually requires touch contact, and/or close proximity and a very high telepathic skill level on the part of the would-be hacker. If there is a question of fact or loyalty, a Loroi may be subjected to touch contact with a skilled telepathy (such as a Mizol) who will probably be able to determine the matter.

Unguarded thoughts can often be transmitted through normal telepathic conversation. Because it is inherently truthful, a hidden secret can be reveal overtly through a truthful answer to a sensitive question (or covertly through a non-answer to such a question). Also, an attentive and skilled telepath can discover hidden truths through unguarded moments of normal telepathic conversation.

So, while most Loroi cannot simply read the minds of all other Loroi, secrets can be hard to keep, especially from your friends.

Thanks for taking the time to explain. If one extends the question to non-Loroi minds, would one expect that if an unskilled or inexperienced Loroi was in a roomful of "aliens" she would be inundated with unguarded thoughts?

Non-telepathic aliens do not have the ability to "send", so they can only be read by a Loroi who is actively trying to read them. This usually requires very close proximity or touch.
