Given the drive technology in Outsider (which uses the inertial damping effect to amplify acceleration of reaction mass), I think it's possible to build a decent high-percentage-of-lightspeed mass driver with Loroi or Umiak tech, especially if you're willing to build ships that look like the Gosroth...

How exactly do the Umiak aim those cannon blisters? I assume that what we see is just the end of the barrel poking out of a ball mount. Orbital stations and bases are still spacecraft; they have thrusters and can avoid incoming projectiles, if given sufficient warning. If you didn't detect the ship that launched it, I think mass driver rounds would be difficult to detect by passive sensors, unless you knew what you were looking for....
